Steering wheel shorting out turn signals?

I have a brand new turn signal assembly which has been double-checked for proper seating andwiring. The turn signals work great until I put the steering wheel on. The back of the steering wheel is shorting out on a turn signal contact. Any ideas electrical tape just rubs right off or gets nicked. Any ideas on how to fix this?
Edit: I think the steering shaft is slightly tilted causing the steering wheel to sit further down on the left and rub into the assembly. (There's a ton of wear on the old assembly and you can see it starting into the housing of the new one.)
