Very likely. On mine, lifting one of the handles on the arms (left, I think), will allow the chair to rotate. But the cable is routed into a piece of plastic in that lever, which can break. I think it's less likely the cable itself is broken. I would see if I can pull the cable to get the mechanism ...

Your '88 probably doesn't have any sort of electronic modules that would be involved in this. I suspect a simple wiring issue, somewhere.

What year? I'm wondering if you have two different problems. Maybe the brake light switch on your pedal is bad, and maybe the flasher is bad. Also check they have a good ground but something tells me it's not that. Another possibility is damage to the wiring harness somewhere. Not sure where to tell...
