Stuck Waste Gate Valve

While inspecting under the chassis, I noticed that the dump valve at the black water tank was open. I think I left it open to drain the sink a year ago when all of the rest of the fresh water system as not in service. I tried to close the valve and there was resistance. I am thinking of some lubricant and use more force or tap it with a mallet to restore function. Given the age of the valve, its critical function and the experience of things disintegrating when I apply force. I wonder if anyone has had a similar problem and has developed a better solution to restoring function to the valve.

I’d suggest running water through it first - I like to try the mildest solutions first.
