Don’t know if it’s the same in your ‘90, but this thread is worth a read. Planck found a fuse box in the engine compartment that had a blue 60-A fuse in the T-slot. Unfortunately the links to his terrific photos are gone now, but following his text description you might find that fuse in your rig.

Here was my outcome as posted back then:

I looked up that Cole Hersee relay number 24106BX. It shows a barrel shaped relay. The one behind the left headlight on my 94 is rectangular. Does it make any difference? They both have 3 terminals but the original relay has a large terminal on each end and a small push on terminal on the top. Is it necessary to take the grill off to access the relay?. It looks impossible if you have large hands to access the relay from the headlight hole?

So I had this problem on my van as well. I replaced the solenoid switch and that fixed it. I have a 1999 b-190 so for me it is underneath the battery in the passenger side of the hood. I didn't have to take out the headlight and work on it that way. It was far easier to just remove the battery and then remove the battery platform and the solenoid is right there. I've attached a picture of what it looks like.

For reference, the original Ford Motocraft part number is F8UB-14088 AA, which from what I can tell is no longer made. The replacement part number is SW-1951-C, or you can use Duralast Relay F491. Hope this helps.
