Oh. That's in place because spammers will register themselves then start PMing people spam, with the admins none the wiser. In our case, though, it's probably safe to disable it.

Edit: Done, I think. I'm not entirely sure how that works. Note that even if it didn't work, you only have to make 5 posts (I think) before it would work.
