spare tire carrier

Ordered what I thought was a hinge mount spare tire carrier because mine has a broken top "angling down" piece and one of the previous owners used 2, 1" x 1" pieces of wood, w/hose clamps as a splint 
, to hold it together. What I got wasn't a hinge mount and now I think I will take the original off, have it welded and clean and powder coat it unless some one has recently purchased one and can give me a heads up. Thanks
