You can probably get parts for the fan from Fantastic Fan (there's a link to them in the Web Links section of the site - see left side under Modules). Replacing them is expensive, but on the other hand you can get a nicer one, such as one with a remote control that automatically opens and closes in the rain.
I wouldn't worry too much about the swivel for the drivers seat - it can't clear the steering wheel anyway, at least in mine.
