Happened to see a listing on craigslist

According to the owner it is a Fiesta b190? Have you ever seen or familar with such a model. Pics attached.

Looks like it was an aftermarket add on. Helps with stability but not gross weight. kind of ugly.

Some kinda home-done back yard conversion...
