I picked up my "new" 1991 190 in Buford, GA and drove it 3,696 miles home to CA arriving back last night. All in all everything went well but I do have some questions.
The converter runs all the time when I am pugged in. Is that normal?

Yes. The converter is always on when plugged in to shore power or the generator is running.
If the b190 is still using the original Magnetek 6332 converter it will tend to overcharge the house battery if continuously plugged in during prolonged periods, like winter storage. The Magnetek is a single stage converter and charges at only one rate regardless of battery condition. Many b190 owners have chosen to replace the existing converter in favor of a 3 stage unit. These conversions are well documented in this forum.

Thanks Mike, it will be on my list for a change. I'm lucky to not have to keep it plugged in for long periods of time so it will give me a chance to
have it changed out.
